We can determine if your home has been completed to meet the National Construction Code (NCC), Australian Standards and NSW Standards and Tolerances, as well as the building contract documents, such as approved plans and specifications. These inspections ensure that the quality of workmanship, materials used, and detail of finishes are within an acceptable standard, and allow for quality control to be tracked throughout your build. New Construction Inspections are usually structured around Staged Progress Claims to ensure work is completed as it should be before you make payment at each stage, including the final Practical Completion Inspection (PCI) prior to handover. Often small defects early on can become major defects if not rectified in the early stages of the build. Practical Completion Inspections

PCI, HANDOVER AND DEFECTS INSPECTION REPORT

A PCI is the critical final inspection for your new construction, so it requires knowledge, expertise, and a keen eye for detail – and the onus is on the client. Build Assure can be your expert eyes for this critical inspection and help you identify and discuss defects with your builder. The aim of this contractual requirement is for the client to inspect all components of the building works to identify and note any non-compliant, defective, omitted or incomplete work, which requires rectifying prior to ‘practical completion’. and hand over. It is imperative to have your new construction thoroughly inspected during the PCI and defects listed prior to final payment. Knowing you will have a private building inspector helps the builder ensure quality.

Expert Witness Reports

  • Staged Inspections are highly recommended as minor issues early on can have a knock-on effect and cause major defects as the job progresses. Often, when this happens, it can be very difficult and costly for defects to be rectified. Small issues, if left, can become the major defects at the centre of serious disputes that can halt a project or prevent you from enjoying your dream home. Building a home is likely to be the biggest investment you will make, so it makes sense to invest in ensuring your build is done right.

  • All stages are highly critical. It is recommended to have all stages thoroughly inspected so that issues or potential issues can be rectified before reaching stage of your build. The recommended stages to have inspected are: Concrete, Framing, Lock-up, Waterproofing, and a final Practical Completion Inspection (PCI).

  • A PCI is the final inspection used to identify major defects, minor defects, substandard workmanship and incomplete works. It will determine whether your home has reached ‘practical completion’. You will be provided a detailed report, which outlines specific areas of non-compliance, defective or substandard workmanship. Once issued our inspection report, the builder will have 10-days to rectify issues, or as per contract. Our report will also form the centre of minor defects or incomplete works that will need rectifying or completing after handover, within the defect liability period.

  • If you are concerned about defects in your newly constructed home your first step is to speak with your builder about your concerns and come to an agreement to rectify the issues. If you’re not satisfied after speaking with your builder and you’re unable to come to an agreement regarding the defect(s), you should contact the NSW Fair Trading department to lodge your dispute. They will ask you to obtain a Defect Building Inspection to look at the specific defect(s) at the centre of your dispute. This Independent Third-Party Report will be used to help you and your builder reach an agreement for the rectification of the defects at the centre of the dispute through their process of mediation.

    Should both parties be unable to come to an agreement your case may progress to the NSW Civil Administrative Tribunal (NCAT) and a rectification order may be issued. Through this process you may be required to obtain an ‘Expert Witness Report’ from a suitably qualified building inspector. This report is detailed and specific, including a Scott Schedule, which can be used as evidence for NCAT or the courts.

  • A Building Expert Witness Report is a detailed report describing defects or non-compliant building works. Its purpose is to provide technical expertise relevant to an issue at the centre of a dispute for a tribunal hearing, such as NCAT. It is required by those involved in a serious dispute, whereby both parties, (the applicant and respondent) are ordered to engage an expert Building Consultant to inspect and provide an Expert Witness Report. These reports are carefully prepared for tribunal or court hearings, whereby expert opinions are clearly detailed and explained, and will be used as evidence.

  • Most builders are happy to work with your private building inspector. Builders only tend to become objectional to inspections if there are issues and you are springing an inspector on them at the last moment. It is advisable to inform your builder in writing from the start that it is your intent to use a Private Building Inspector throughout your build for stage inspections, and have this agreed to within your contract. This will allow for things to work smoothly with your builder. It will also help them to ensure attention to work quality knowing their work will be inspected.

  • Yes, we can provide ‘Expert Witness Reports’ as required by NCAT to be used as evidence. These reports are detailed and specialised, which are different from your regular New Construction Staged or Practical Completion Inspection Reports. They are also different from an independent third-party ‘Defects Inspection Report’, as they are written for tribunal or court hearings.

Each type of report requires a different amount of time to complete thoroughly so that you are receiving meaningful information. A New Construction Stage Inspection will have a quicker turnaround time than a Practical Completion Inspection. Likewise, a pre-purchase inspection is very different from the highly specialised and detailed Expert Witness Report needed for NCAT.
